Windows 11 without a Microsoft account: the 'Learn more' link in OOBE
Installing Windows 11 without internet or a Microsoft account is possible again, and this time without a command prompt. Enthusiast Bob Pony found that on the OOBE setup screen the Learn more link under sign-in options switches the system to local setup. It only works on the Home edition.

What exactly to click
While setting up a new computer or after a clean install of Windows 11 Home, reach the Microsoft account sign-in screen, open the sign-in options and click Learn more. The wizard then moves on to creating a local user and no longer requires a network connection.

Workarounds live until the next update. If you systematically need local accounts, that is a question for the deployment process, not for a link on a screen.
Where it works and where it does not
The method is confirmed only for Windows 11 Home. On Pro and other editions the link behaves differently and there is no bypass. It looks like an interface bug rather than an intended option, so a coming update may close it. If a local account matters to you, install from the image you already have and do not refresh installation media unnecessarily.
Which methods Microsoft already closed
The history of workarounds is long. First the OOBE\bypassnro command from the Shift+F10 prompt worked. Then it was disabled and start ms-cxh:localonly appeared, opening the local user dialog. That was blocked too. Afterwards only unofficial tools and image editing remained. The new method is the simplest yet because it needs nothing but a click.
Should you bypass the requirement at all
A Microsoft account gives settings sync, BitLocker key recovery and Windows Hello sign-in to cloud services. A local account belongs where a computer must not be tied to a personal account: workstations without a domain, shared PCs, test benches. In corporate environments the task is solved properly with a domain or Autopilot, not with workarounds.
